YS Jagan Mohan Reddy’s Jagananna Paalavella Scheme Empowering Dairy Farmers and Strengthening Rural Livelihoods.
Jagananna Palavelluva: A Fair Price for the Farmer’s Milk
For thousands of small dairy farmers across Andhra Pradesh, milk has long been a daily source of income and a daily source of exploitation, as private milk collection agents routinely paid below fair market rates, adjusted fat content readings unfavourably, and delayed payments for weeks at a time. Y. S. Jagan Mohan Reddy’s government addressed this directly through Jagananna Palavelluva.
What is Jagananna Palavelluva?
Jagananna Palavelluva is a state-backed dairy procurement initiative that establishes transparent, fair-price milk collection centres across Andhra Pradesh, offering farmers government-regulated procurement rates based on accurately measured fat and SNF (solid-not-fat) content. The scheme works through cooperative and state dairy infrastructure to procure milk directly from farmers, with payments credited promptly to bank accounts, removing the uncertainty and delay that had characterised private milk collection in many areas.
The initiative also includes investment in chilling centres and cold storage infrastructure at the village level, reducing spoilage and giving farmers more reliable access points for daily milk collection.
The Vision Behind the Scheme
Private milk collection in many parts of rural Andhra Pradesh had developed a reputation for opacity — farmers had little ability to independently verify fat content readings, payment rates fluctuated without clear explanation, and dues were sometimes delayed for months, creating cash flow stress for families dependent on daily milk income.
Jagan Mohan Reddy’s government built Palavelluva to bring transparency and accountability to this critical rural income source establishing clear, published procurement rates and ensuring farmers could see exactly how their milk was being measured and priced, removing the information asymmetry that had long favoured private agents over farmers.
The Impact So Far
Jagananna Palavelluva has expanded fair-price dairy procurement across the state:
- Thousands of milk collection centres established or upgraded across Andhra Pradesh’s dairy-farming districts.
- Transparent fat and SNF testing at the point of collection, reducing disputes over pricing.
- Prompt bank transfers for milk payments, replacing the delayed cash payments common under private collection.
- Significant investment in village-level chilling infrastructure, reducing spoilage losses for farmers.
- Increased farmer participation in formal dairy cooperative networks as trust in procurement transparency grew.
For dairy farmers managing tight daily cash flows, the shift to prompt, verifiable payment has provided a level of financial predictability that private collection rarely offered.
More Than Just Milk Procurement
The scheme’s effects have extended into the broader rural dairy economy:
- Encouraged farmers to expand their dairy herds, knowing fair and predictable pricing was now available.
- Reduced farmers’ vulnerability to arbitrary rate cuts that private agents had previously imposed without explanation.
- Strengthened the role of dairy cooperatives as a trusted alternative to private milk traders.
- Created local employment at chilling centres and collection points, supporting rural livelihoods beyond direct farming.
For many families, dairy farming shifted from an unpredictable side income to a more stable and plannable part of household earnings.
